No concept is more central to Public Administration and Management than that of the state. The state has meant, and continues to mean, a great variety of different things to a great variety of authors from a great variety of perspectives. The aim of this subject is to look at family resemblances in those understandings of the state, in the hope that we might begin to piece together a more coherent picture of what this state is and, indeed, how it is developing.
